Manuel's Qualifications as ESUSHD Trustee

For the past two decades, Manuel has championed the cause of kids, families, education, and community well-being, establishing a record of leadership.

Manuel's Board colleagues, in an unprecedented move, suspended the normal rotation of officers and elected Manuel as Board President for four out of five years during his tenure in office.

  As an East Side Union High School District Trustee, Manuel:

• Is widely acknowledged for his collaborative leadership presence on the   board (see Mercury News quotes on the Home page)

• Successfully worked to improve test scores and assure student safety

• Helped achieve balanced budgets and pass bond measures for improved facilities, resulting in millions of dollars for renovations, modernizations, updated technology, school-site safety, and new school site facilities for the Eastside

• Advocated strongly for charter schools and innovative educational programs

• Championed a solar energy project saving millions of taxpayer dollars while bringing jobs/green technology to the Eastside

• Advocated a one-of-a-kind, School-to-Career Construction Trades Academy, part of an unprecedented Project Labor Agreement, a first in California

• Was a strong fighter for indexing teacher-classroom supplies to inflation, successful until budget cuts required a roll back. To address this critical issue, Manuel is currently developing the Act for Teachers (ACT!) foundation (for details, see

• Championed, over the years, Adult Education programs and unprecedented new facilities for Adult Ed

• Was a leader in the Equity 2000 program, a cutting-edge educational program for at-risk youth
